The Mission of the Foundation is to raise funds in an amount that the scholarships and community projects may be funded by the interest earned from the principal. To this end the goal is to for the corpus to reach $100,000. To accomplish this the Foundation seeks contributions from the membership of the RCB, as well as contributions and donations from businesses and individuals in and out of Transylvania County.  The majority of funds will come from the fundraising endeavors of the RCB.

In essence, the Purpose of the JSMF is "To promote the charitable goals and objectives of the RCB and Rotary International (RI), to include award and funding of educational scholarships, and/or other worthwhile community projects as the directors of the corporation may deem necessary."

John Scarlett was one of the most dedicated members of the RCB. He moved to the Brevard area from Erie, PA, in 1972 with his wife Eunice. John spent 41 years with General Electric in Erie, beginning as a Forman and working his way up to Community Program Manager. After retirement in 1967, he and his wife traveled around the world. After visiting Brevard they decided to retire permanently, He served Rotary in many posts, including Elder Statesmen.

The RCB, through the JCMF, wishes to continue John's devotion to Rotary and to the community he loved so much. John died on August 12th, 1999, at the age of 95. We salute John as a shining example of Rotary's Motto:

The JSMF was started in memory of John Scarlett, a longtime member of the Rotary Club of Brevard, who died in 1999 at the age of 95. John was truly a Rotarian's Rotarian! He was active in the club almost up to his death.

The Foundation is a 501 (c) 3 Tax Exempt Corporation (as of December 2003), and was incorporated in the State of North Carolina on December 30, 1999. It is in Partnership with the Rotary Club of Brevard (RCB) to provide the Outreach Support for Scholarships and Community Projects as suggested by the RCB.
